Approach vs. Framework: The Choice That Builds AI’s Future
The shift from pre-made answers to living practices
Frameworks and models, whether for product development or for governance, are designed to simplify. They are reductionist by design, distilling reality into neat, linear steps, they assume predictable inputs, and aim for repeatable results. They see cause, they see effect, and they pretend that’s all there is. In manufacturing, that can be an advantage: you want the same part to come off the line the same way every time. In project management, it can help keep large teams aligned when the tasks and risks are well understood.
This strength comes with a trade‑off. Frameworks are built for stability, not for rapid change. They work best when the environment stays close to the conditions they were designed for. When those conditions shift, when new variables appear or relationships between them change, the structure that once brought clarity can quickly become a constraint. It keeps people moving along a fixed path, even when the ground beneath them has already changed shape.
AI does not live in a straight line. It lives in a web, a mesh of feedback loops, relationships, and contexts that change as fast as they are observed.
A fixed framework can’t keep pace because it isn’t built to listen. It dictates rather than converses. It assumes yesterday’s truths will hold tomorrow. And in AI, tomorrow isn’t just uncertain, it’s unpredictable.
The drafting of the EU AI Act gave us a preview of this mismatch. Years into its development, the law was proceeding in a tidy rhythm until ChatGPT launched. Overnight, the landscape shifted. Policymakers were forced to bolt on entirely new provisions for “foundational models,” adding rules that hadn’t even been imagined at the start. This detour extended the drafting process, but more importantly, it exposed a fault line: regulation built on a fixed map collapses when the territory suddenly changes.
Now imagine what may happen after the AI Act is passed. A new category of AI, let’s say something as unprecedented as ChatGPT was in late 2022, arrives in the market. The law, rigid in form, can’t instantly adapt. Either it becomes outdated on arrival, or it triggers yet another drawn-out scramble to retrofit the rules. This is the cycle of governing through frameworks: a perpetual lag, an endless game of catch-up.
The problem isn’t just that (governance) models and frameworks move too slowly. It’s that they’re built for containment, not evolution. They treat governance like a fence, meant to keep things in place, rather than like a trellis, meant to grow with what it supports.
Approaches Move. Frameworks Hold Still.
A framework is like a pre-built road. You can travel it quickly, and you know exactly where it will take you but only if your destination lies along that fixed route. The moment you need to veer off, the framework starts working against you. It was designed for one path, not for the open terrain.
An approach is different. It is more like learning how to navigate - how to read the landscape, sense the weather, choose your direction. Where a framework dictates what to do, an approach guides how to think, see, and respond. It’s not a static mold; it’s an active lens. Instead of handing out pre-knitted answers, it offers guiding threads you weave into your own context.
This difference matters because an approach relies on something a framework often sidelines: human agency. It assumes people are not just executors of instructions but capable stewards of judgment. It puts faith in our ability to assess context, weigh nuance, and act wisely in changing conditions. And it doesn’t just assume we can do it, it strengthens our capacity to do it well.
A framework says: Follow these steps, and you’ll get the result.
An approach says: Here’s how to see what’s really in front of you, and how to act in ways that align with your values and the realities you face.
In the age of AI, that trust in human capability is not sentimental, it’s essential. As machines take on more of the predictable, mechanical thinking, the rarest and most valuable skills will be human decision-making, intuition, and emotional intelligence. The right approach cultivates these skills instead of letting them atrophy. It creates conditions where people — those willing to engage deeply — can become sharper, wiser, and more attuned to complexity.
This is the opposite of AI as a crutch that makes us think less. Done right, it’s AI as a catalyst that makes us think more. The approach equips you to use the machine’s strengths without surrendering your own, so the intelligence you build is not only technical but human in its depth and discernment.

Trying to regulate or develop AI through a fixed framework is like printing a weather map and expecting it to stay accurate for the entire year. You can mark the fronts, highlight the storms, and note where the skies are clear but the atmosphere is in constant motion. Winds shift, temperatures change, and the patterns you captured are gone before the ink is dry.
This is why the EU AI Act example matters so much, it’s not just about one delay in Brussels. It’s a glimpse into the structural flaw of static governance: by the time you finish building it, reality has already moved on.
Relationship Is the New Infrastructure
In AI, the real unit of governance is not the policy, the checklist, or the model — it’s the relationship.
Between teams and individuals inside an organization.
Between organizations and their customers.
Between humans and the AI systems themselves.
Between companies and the broader ecosystems they shape.
When these relationships are designed with adaptability at the core, governance becomes a living practice. It stops being governance-as-containment and starts being governance-as-alignment.
What an Approach Looks Like in Practice
